Information sought

:-

The complainant has sought the following information:-
1. Copies of relevant pages of Annual progress report of Fragrance and Flavour Development Centre (FFDC), Kannauj since 1933 submitted in the HQ by the FFDC Kannauj showing the following:
a. Year wise list of fragrance and flavor developed by the F&F division/unit of FFDC and the name of corresponding Head/incharge of Division/unit and Principal Director/head of FFDC during that period.
b. List of process technologies/methods developed by Process tech division/unit of FFDC and the name of corresponding Head/incharge of Division/unit and Principal Director/head of FFDC during that period.

2. Date of purchase and date of installation of GCMS at FFDC and no. of samples analysed on the same since its installation.

3. Copy of complete file noting showing the putting up of application of Sh. K N Diwedi, Director FFDC followed by recommendation of Chemical Division and ultimately his selection and closing the file at the end in regards to appointment of Sh K N Diwedi as Assistant Industrial Advisor (Chemical) in recent years.

4. Copy of complete file noting showing the proposal/recommendations of Chemical Division, MSME for assigning the incharge-ship/acting PD after resignation of the then Principal Director in August 2007.

5. Copy of office order no. 2(2)2000-ABC dated 14th feb 2003 regarding termination of Sh. K N Diwedi, the then Principal Director and current incharge FFDC, kannauj.

6. Yearwise figures of grant (Rs.) released to FFDC Kannauj since 1992-93.

7. Yearwise figures of revenue (Rs.) generated by FFDC since 1992-93.

8. Yeawise figures of revenue generated by FFDC Clusters at Bhowali, Kanpur, Jhalabar, Dholpur, Patna, Berhampur.

9. Copies of documents sent by FFDC to NABL for seeking NABL accreditation at first time and is response to the same copies of documents/certificate received from NABL indicating date on which FFDC got NABL accreditation and copies of all subsequent NABL accreditation certificate(s) issued to FFDC till date.

10. Copy of all correspondence from NABL to FFDC regarding its accreditation, including termination of accreditation even if any.

Grounds for the Complaint:

The CPIO has not provided the desired information.
Relevant Facts emerging during Hearing:
The following were present Complainant: Absent Respondent: Mr. Manoj Kumar CPIO M: 8587030740 The complainant was given an opportunity to participate in the hearing but she is absent. The CPIO stated that the applicant had sought huge and voluminous information and compiling the same would have caused undue strain on the resources of the public authority and hence vide letter dated 19/01/2012 she was requested to inspect the relevant records but she did not avail the offer. He further stated that on receipt of notice from the Commission the information was gathered with much effort and has been supplied vide letter dated 19/05/2015.
Decision notice:
The CPIO has submitted that the information sought by the complainant was huge but has been provided vide letter dated 19/05/2015. The complainant has not availed the opportunity to appear before the Commission to canvass her case/contest the CPIO's submissions. In the above circumstances we are unable to provide any relief.
The matter is closed.
