Section 8(4) in The Coal Mines (Special Provisions) Rules, 2014
(4)The sum for auction or allotment shall, inter-alia , include-(a)a fixed amount for the value of land and mine infrastructure,(b)the floor price or reserve price, as the case may be,(c)a variable amount of bid, in case of auction, to be paid in such manner as may be specified by the Central Government.
