(4)The Syndicate shall make the final selection out of the persons, if any, so recommended:Provided that where the Syndicate makes the appointment otherwise than in accordance with the order of merit arranged by the Committee, the Syndicate shall record its reasons for doing so:Provided further that if the Committee reports to the Syndicate the name of one person only and if the person so reported is not acceptable to the Syndicate, the Syndicate shall record its reasons for not accepting the name and communicate them to the Committee and ma advertise the vacancy again and direct the Committee to report to the Syndicate in the manner provided in sub-section (3).
