(d)By public notice require any person carrying on any trade or business in a manner that accumulates rubbish, offensive matter, filth, trade refuse, special waste, hazardous wastes or excrementitious matter, plastics and plastic material, bio-medical waste and polluted matters, to pay such costs for removal of the same, as the Municipality may incur in this regard.
