OBITUARY REFERENCES MR. SPEAKER: Hon. Members, before I make the obituary references to one of our esteemed colleagues Shri Rajesh Pilot and three of our former colleagues who are no more, we would like to refer to the sad demise of President Hafez-Al-Assad of Syrian Arab Republic.
This House wishes to place on record its profound sorrow and grief at the passing away of President Hafez-Al-Assad of the Syrian Arab Republic on the 10th June, 2000.
President Assad was a towering figure in the Arab world who led Syria for more than three decades and put Syria on the path of development and stability and brought economic prosperity to his country. He will be remembered for his unceasing efforts for peace in the region. During his tenure, Indo-Syrian bilateral relations were marked by the warmth and friendship. The people of India will always hold President Assad in the highest esteem, and view his demise as an irreparable loss of a long time friend. We deeply mourn the loss of President Hafez-Al-Assad.
This House also wishes to convey its heartfelt sympathy to the people and Government of Syrian Arab Republic and to the members of the family of the late President.
Shri Rajesh Pilot was a sitting Member of Lok Sabha representing Dausa Parliamentary Constituency of Rajasthan. He was earlier a Member of Seventh, Eighth, Tenth, Eleventh and Twelfth Lok Sabha from 1980 to 1989 and 1991 to 1999. During 1999 to 2000, Shri Pilot was a member of Parliamentary Committees on Defence and Public Accounts.
Shri Pilot served in the Union Council of Ministers with distinction during 1985 to 1989 and 1991 to 1996 in various capacities.
Hailing from an agriculturist family, he served as Fighter Pilot in the Indian Air Force for fifteen years.
A renowned social and political worker, Shri Pilot was an effective administrator and an able parliamentarian. He lost no opportunity to focus the attention of the House to the problems faced by the peasants, ex-servicemen and the deprived sections of the society. Even as an Opposition leader, he maintained decorum while being critical. He was a leader of the masses, a person who would always speak his mind without fear or favour. Shri Rajesh Pilot’s impeccable integrity is worthy of emulation. He was a Member who regularly filed his Annual Return in respect of both movable and immovable assets with the Lok Sabha Secretariat, even though he was not required to do so. At the time of devastating cyclone in Orissa during October-November, 1999, he offered a contribution of Rs.10 lakh out of the Members of Parliament Local Area Development Fund for the help and rehabilitation of cyclone-affected people in Orissa, which was supported by the entire House. This gesture of Shri Pilot eventually led to the amendment to the Government guidelines governing the MPLAD Scheme enabling Members of Parliament to recommend contribution, from their respective MPLAD funds, not exceeding Rs.10 lakh per annum in rehabilitation measures in the event of natural calamity of rare severity in any part of the country.
An instance in 1999 comes to my mind which also highlights Shri Pilot’s exemplary sense of integrity. During the Twelfth Lok Sabha, on 8th March, 1999, immediately after Question Hour, there was a demand from some Members in the House for a statement by a Minister, who had resigned from the Union Council of Ministers. Shri Pilot also pressed for the statement on the assumption that the item was included in some previous day’s List of Business. Later, when it was brought to his notice that the item was not listed, he withdrew his remarks on the floor of the House and as a self-corrective measure, he decided to forego his allowance and sent them a cheque of Rs.500 for being deposited in the Lok Sabha Secretariat Employees’ Welfare Fund.
A man of letters, Shri Pilot authored two books, namely, "Flight to Parlilament" and "In the Public".
A staunch nationalist, Shri Pilot fought against all forces of separatism and cult of violence in society even at the risk of his own life. He was one of the most active and dynamic personalities in Indian public life, whose absence would be keenly felt in Parliament and in the nation as a whole.
Shri Rajesh Pilot’s sudden and untimely demise has left the nation numb with shock and grief. A promising political career of an upright down to earth and self-made man was cut short when he met with an accident and died in Jaipur, Rajasthan, on 11June, 2000 at the young age of 55 years.
Shri Laisram Jogeswar Singh was a Member of First Lok Sabha from 1952 to 1957 representing Inner Manipur Parliamentary Constituency of Manipur.
Awell-known social and political worker, Shri Laisram Jogeswar Singh was elected to the Manipur State Constitution Making Committee in 1946. He was also a nominated member of Manipur State Advisory Council during 1950 but resigned due to some differences with the Chief Commissioner.
An active social worker, he was associated with various organisations in the State in different capacities.
A man of letters, he authored the first ‘Geography of the Manipur State’ and a number of poems in Manipuri.
Shri Laisram Jogeswar Singh passed away on 8 May, 2000 at Imphal at the age of 88.
Shri Dalbir Singh was a member of Seventh, Eighth and Tenth Lok Sabha from 1980 to 1989 and 1991 to 1996 representing Shahdol Parliamentary Constituency of Madhya Pradesh.
Earlier Shri Singh was a member of Madhya Pradesh Legislative Assembly from 1972 to 1977.
An able administrator, Shri Dalbir Singh served in the Union Council of Ministers as Minister of State in the Ministry of Urban Development from September 1985 to December, 1989 and in the Ministry of Finance from June, 1991 to January, 1993. He was also a member of the Committee on Subordinate Legislation during 1982-83.
An agriculturist and advocate by profession, Shri Dalbir Singh was an active political and social worker. He worked relentlessly for the upliftment of the backward classes.
Shri Dalbir Singh passed away on 2 June, 2000 at Beena, Madhya Pradesh at the age of 56.
Shrimati Akbar Jahan Abdullah was a member of Sixth and Eighth Lok Sabha from 1977 to 1979 and 1984 to 1989 from Srinagar and Anantnag Parliamentary Constituencies of Jammu and Kashmir.
An active social and political worker, Shrimati Abdullah worked relentlessly for the welfare of children and women. She was also instrumental in organizing Peace Committees in Srinagar during 1946.
Shrimati Abdullah had the distinction of being the first President of Jammu and Kashmir Red Cross Society from 1947 to 1951. She also ably served as Chairman of State Level Committee of International Year of Women, 1975 and President of All India Family Welfare Association, State Branch, 1976 and All India Women’s Conference, State Branch in 1977.
Shrimati Akbar Jahan Abdullah died on 11 July, 2000 in Srinagar at the age of 83.
We deeply mourn the loss of these friends and I am sure the House will join me in conveying our condolences to the bereaved families.
As the hon. Members are also aware, several persons met with untimely death in the tragedy caused by torrential rains in various parts of the country particularly in Maharashtra, Gujarat, Rajasthan and Andhra Pradesh. Many people have been rendered homeless and there has been a heavy loss of property.
In another mishap 55 persons died when Calcutta-Patna-Lucknow-Delhi bound Alliance Air Boeing CD-7412 crashed at Chitkohra near Patna at 7.30 a.m. on 16 July, 2000.
We deeply mourn the loss of lives in these tragedies and the House may place on record its deep sense of grief in this regard.
गृह मंत्री (श्री लाल कृष्ण आडवाणी) : माननीय अध्यक्ष महोदय, मैं आपके साथ सीरिया के राष्ट्रपति श्री हाफेज-अल-असद, हमारे साथी श्री राजेश पॉयलट, श्री लैसराम जोगेश्वर सिंह, श्री दलबीर सिंह और श्रीमती अकबर जहां अब्दुल्ला के प्रति श्रद्धांजलि सरकार की ओर से, राष्ट्रीय लोकतांत्रिक गठबंधन की ओर से, अपने दल और व्यक्तिगत रूप से अर्पित करता हूं।
मुझे स्मरण आता है कि जब पिछले सत्र में मेरे ही मंत्रालय की मांगों पर चर्चा हुई थी जिसे विपक्ष की ओर से श्री राजेश पायलट ने आरम्भ किया था। मैंने चर्चा का उत्तर देते हुये कहा था कि चाहे तीखी आलोचना थी लेकिन उनका एक-एक वाक्य, उनका एक-एक सुझाव रचनात्मक था। १९८० से लेकर, जब राजेश जी लोकसभा में निर्वाचित होकर आये, मैं उन दिनों राज्यसभा में था और समतियों में उनके संपर्क में आया। १९८५ से लेकर जब वे मंत्रिमंडल में और सरकार में सदस्य बने, तब से प्रत्यक्ष रूप से मैं उनके सम्पर्क में आता रहा। मैंने लगातार पाया कि संसदीय लोकतंत्र के प्रति निष्ठा रखकर और जिस प्रकार से देश सेवा करनी चाहिये, जनता से सम्पर्क करके उनकी कठिनाइयों को हल करते हुये और साथ साथ एक राष्ट्रवादी द्ृष्टिकोण लेकर कमजोर वर्ग की सहायता करना उनकी एक एक बात से टपकता था।
मृत्यु हमेशा कष्टदायक होती है। लेकिन जैसी अकाल मृत्यु राजेश जी की हुई, वह वास्तव में बहुत तकलीफ देती है। खासकर जिन लोगों की आयु अधिक हो गई, ७० वर्ष या उससे भी ऊपर हो गई है और जब किसी छोटे भाई की मृत्यु होती है जिसकी उम्र अभी ५०-५५ वर्ष है तो लगता है कि नियति कुछ अन्याय करती है और इस प्रकार का अन्याय राजेश जी के साथ हुआ जिससे स्वाभाविक रूप से सबको कष्ट हुआ, सबको दुख हुआ। वह एक दिन पहले ही अपने कुछ साथियों के साथ किसी और विषय को लेकर नॉर्थ ब्लॉक में मेरे कार्यालय आये थे और वहां मेरी उनसे बात हुई थी और जब अगले दिन मुझे सूचना मिली, समाचार मिला कि बांदीकुई के पास एक कार दुर्घटना में उनका देहान्त हो गया तो सहसा विश्वास नहीं होता था। आज उनके अचानक देहावसान पर हम शोक मना रहे हैं और हमें लगता है कि भारत की राजनीति में एक उदीयमान नेता, एक उदीयमान कार्यकर्ता हमसे छिन गया। संसद का एक मजबूत स्तम्भ गिर गया। वह लोक सभा के लिए छ: बार निर्वाचित हुए और अपने पूरे कार्यकाल में उन्होंने सबके साथ जिस प्रकार का स्नेह और मित्रता का सम्बन्ध जोड़ा और जैसा अध्यक्ष महोदय आपने कहा कि वह अपनी बात को बेबाक रूप से और बिना हिचक के, जो सच लगता था, वह सच कहने की उनकी क्षमता थी, इस बात की चिन्ता किये बिना कि चाहे कोई उसके कारण नाराज हो या दुखी हो, यह जो उनकी प्रकृति थी, उसके कारण वे अपने दल के, अपने बाकी सहयोगियों के और विपक्ष के, जो उनके साथ सहमत नहीं भी थे, उन सभी के वह आदर के पात्र बन गये। उनके प्रति हम सब श्रद्धांजलि अर्पित करें, यह बहुत उपयुक्त है।
अभी-अभी मेरे मित्र श्री राजनाथ सिंह जी मुझे बता रहे थे कि उन्होंने बहुत बार इस बात की मांग की थी कि लालसौट जो राजस्थान का एक गांव है और उनके संसदीय क्षेत्र के साथ जुड़ा हुआ था, वह चाहते थे कि वहां एक पुल बने और उसकी मांग करते रहते थे। उन्होंने मुझे यह भी बताया कि राजस्थान के मुख्य मंत्री से वहां नेशनल हाईवे और पुल बनाने का प्रस्ताव मंगाकर उन्होंने सैंक्शन भी करा दिया है। मैं उनके प्रति श्रद्धांजलि अर्पित करता हूं।
बाकी जो प्रथम लोक सभा के सांसद श्री लैस राम जोगेश्वर सिंह जी थे, उनसे मेरा व्यक्तिगत सम्पर्क नहीं हुआ था। लेकिन श्री दलबीर सिंह जी और बेगम अब्दुल्ला से मेरा व्यक्तिगत रूप से सम्पर्क हुआ था। अभी-अभी जब बेगम अब्दुल्ला का देहान्त हुआ तो हम लोग वहां गये थे। मैं जानता हूं कि किस प्रकार वहां की जनता में उनके प्रति आदर-भाव था, क्योंकि उन्हें लगता था कि जम्मू-कश्मीर को भारत के साथ जोड़ने में या जोड़े रखने में उन्होंने किस तरह बहुत बड़ा योगदान किया। उनके प्रति भी मैं विनम्र श्रद्धांजलि अर्पित करता हूं।
SHRIMATI SONIA GANDHI (AMETHI): Mr. Speaker, Sir, after the passing away of President Hafez-Al-Assad of Syria, history as it was has turned a new page.
President Assad was a fierce nationalist and an ardent champion of the Arab cause. He was also among the leading Statesmen of the Non-Aligned Movement. A close and warm friend of India, he stood by us through all the long years that he served as the Leader of his country.
On behalf of the Congress Party and on my own behalf, I would like to place on record my sorrow and my condolences to President Al-Assad"s family and to the people of the Republic of Syria.
The untimely tragic demise of Shri Rajesh Pilot in a car accident shocked us all. Not only the Congress Party, but his followers, his admirers throughout the country and this House which he represented for six terms have lost a most dynamic and dedicated leader. His deep concern for the poor, for the farmers, for the labourers, for the backward classes in general, his frank and candid demeanour earned him a very special place in the hearts of the people of our country. On Shri Rajesh Pilot’s passing away we mourn the loss of a leader of great capability and promise. We shall all miss him greatly. He is no longer amongst us. But his memory and his work will endure.
Once again, Mr. Speaker, Sir, I would like to convey my condolences to Shri Rajesh Pilot’s widow Smt. Rama Pilot and to his children and all other members of his family.
Sir, Begum Akbar Jahan Abdullah had been a most prominent Member of this House. We have with us today here her grandson representing the National Conference which was founded by Sheikh Abdullah. Three generations of Sheikh Sahib’s family, certainly this Parliament, enriched its discourse. Begum Akbar Jahan Abdullah fought relentlessly for the social upliftment of her people and for their rights. She is remembered, above all, for her humanitarian outlook, for her compassion and for her vision. With her passing away an era has ended. On behalf of the Congress Party and on my own behalf I would like to convey my deep-felt condolences to Dr. Farooq Abdullah, to his family and to the people of Jammu & Kashmir.
I would also like to condole the families of the late Laisram Jogeswar Singh, the late Dalbir Singh.
Sir, we have had some tragic accidents in the recent past. One of course was the accident in Mumbai followed by the air crash in Patna and by a flood situation in many areas of the North-East and Bihar where many many of our countrymen have lost their lives. Therefore, I would like to convey my condolences to all the families of those who have lost their dear ones.
SHRI SOMNATH CHATTERJEE (BOLPUR): Mr. Speaker, Sir, I associate on behalf of my Party and on my own behalf with what you have said and also what has been spoken by the Home Minister and the Leader of the Opposition. It is very difficult to believe that Rajesh Pilot is not with us. When I got the information, the tragic news, it was really difficult to believe that a leader of his amiability, his broad-heartedness and his passion for service to the common people would no longer be in this House.
He used to sit very near to us here in the House. I remember that on many occasions he would express his agony over the state of affairs in the country; and about how the common people, the peasants, and the ordinary masses were, what I may say, at the receiving end. His amiability has been well known. He had to face tremendous problems in his youth. It is by dint of his own efforts, his own merit, and his own dedication that he came up and occupied a position in the hearts of the people not only as a Minister but as a Member of Parliament also. He was undoubtedly a man of the masses. It is very difficult to reconcile to a situation where this House and the country will not be having the benefit of his dedicated service. I deeply mourn his untimely passing away. It will be very difficult to fill the void that has been created. It is not a loss to the Congress Party alone but to the country and to this Parliament as well. I sincerely mourn the loss and convey condolences and sorrow, on behalf of my party and myself, to the Members of his family.
I also pay my tribute to the memory of President Assad of Syria who has been a friend of this country and had been an acknowledged leader of the Arab cause. We wish the Government and the people of Syria progress and development and we wish to convey our message of condolences and sympathy to the friendly people and the Government of Syria.
I have the benefit of knowing Shri Dalbir Singh and Begum Abdullah as colleagues in the House. They both made significant contribution to the development of democracy, and in the functioning of this House. I mourn their passing away and join in what has been stated here. I also mourn the loss of Shri Jogeshwar Singh and condole his passing away.
I join others in conveying our condolences and sorrow to the members of the bereaved families of those who lost lives in calamities like the air accident and floods. I can only wish that we would not have to face such situations in the future. On behalf of my party and on my own behalf, I request you to please convey our sincere feelings of condolence and sorrow to the members of the bereaved families.
SHRI K. YERRANNAIDU (SRIKAKULAM): Hon. Speaker, Sir, I rise to speak on behalf of the Members of the Telugu Desam Parliamentary Party.
In the death of Shri Rajesh Pilot, the country has lost an able administrator and a great parliamentarian. I associate myself with the views and feelings expressed by leaders of all political parties who spoke before me.
As a Member of the Legislative Assembly, I had an occasion to know Shri Rajesh Pilot when he came to Vishakhapatnam to attend a big rally of OBCs. There, I shared the same platform with him. Everybody is aware about his dedication to the weaker sections and oppressed people. He always advocated for the upliftment of the weaker sections.
I had my close association with Shri Rajesh Pilot since 1996. When he was a Member of Parliament during 11th, 12th and 13th Lok Sabha, I also got elected during the 11th 12th and 13th Lok Sabha. His behaviour in the House was so dignified that every young parliamentarian should know. He never crossed the limits. He never violated the rules and procedure. He was an honest and integrated person. He always fought corruption. He made so many valuable suggestions in the House.
On behalf of my parliamentary party and my own behalf, I convey my heart-felt condolences to the bereaved family members of Shri Rajesh Pilot.
I also share the grief and sorrow expressed by other hon. Members over the death of three other former Members of the House, namely, Shri Laisram Jogeswar Singh, Shri Dalbir Singh and Shrimati Jahan Abdullah.
श्री मुलायम सिंह यादव (सम्भल) : अध्यक्ष महोदय, अभी जो शोक प्रस्ताव आपकी ओर से पेश किया गया और गृह मंत्री जी द्वारा अपनी भावनायें व्यक्त की गई हैं, उससे मैं अपने आपको और अपने दल को संबद्ध करता हूं। इसके साथ आप सीरिया के राष्ट्रपति के निधन पर भी हमारी संवेदना सीरिया की जनता तक पहुंचाने की कृपा करें।
श्री राजेश पायलट जी का जीवन आरम्भ से जैसा रहा, उसके बारे में मैं भली भांति परचित हूं। वे साधारण किसान के घर में जन्मे और फिर सेना में भर्ती हुए। उन्होंने बचपन से ही देश की रक्षा के लिए अपने को समर्पित किया। सेना के बाद वे राजनीति में आये। राजनीति में आने से पहले सरसावा एयरपोर्ट पर हमारी उनसे मुलाकात हुई थी। उनके एक संबंधी भी हमारे साथ थे। उस समय उन्होंने अपनी यह इच्छा जाहिर की थी कि वे राजनीति में आना चाहते हैं। फिर उन्होंने सेना से निकलकर देश की सेवा का, जन सेवा का संकल्प लिया। वे छ: बार लगातार लोक सभा के मैम्बर रहे। इसके साथ-साथ उनके जीवन की एक विशेषता यह थी कि वे अपने गांव, गरीब किसानों को कभी नहीं भूले। ऐसे कई अवसर हमारे सामने आये, जब किसानों से संबंधित दूध की महंगाई का सवाल इस लोक सभा में उठाया गया तब हम दोनों खड़े हो गये थे। उस समय उन्होंने कहा कि अगर किसानों की कोई चीज महंगी होती है तो सबको तकलीफ होती है । इस विषय पर सारा सदन गंभीर हो गया और हम दोनों के सवाल पर किसी ने भी असहमति व्यक्त नहीं की। यह एक ऐसा उदाहरण इस देश और सदन के सामने हैस जो इस बात का प्रतीक था कि वह गरीबों के लिए, किसानो के लिए कितना समर्पित थे। अफसोस इस बात का है कि उनका भविष्य जो राजनीति में बहुत आगे बढ़ने वाला था, चाहे अपने दल का सवाल हो या दूसरे दल का सवाल हो, जैसा वह महसूस करते थे, समझते थे, सोचते थे, वह अपनी बात रखने में चूकते नहीं थे। वे स्पष्टवादी थे। हमारे उनके साथ निजी तौर पर बहुत अच्छे संबंध थे। कई मौकों पर किसानों के बारे में हमारी खुलकर बात हुआ करती थी। यहां पर जब वह बैठते थे तो उन पर हम जरूर टिप्पणी करते थे। कभी-कभी जब भोजनावकाश होता था तो वह हमें पकड़कर ले जाते थे और लम्बी बहस छेड़ा करते थे। कभी हम खुद उन्हें छेड़ते थे, लेकिन वे कभी बुरा नहीं मानते थे। वह एक साहसी नेता थे और उन्होंने अपनी ईमानदारी, कर्मठता और संघर्ष के कारण देश के नेताओं में अपना एक स्थान बना लिया था। वह एक प्रतिभावान नेता थे, योग्य भी थे। वह लोक सभा के अंदर जो सवाल उठाते थे, उसे मजबूती से उठाते थे। आज हमें अफसोस है कि हमारे बीच से एक योग्य नेता उठ गया है। जैसा अभी सोमनाथ बाबू ने कहा, यह केवल कांग्रेस की क्षति ही नहीं बल्कि देश की क्षति थी। हमने कभी सोचा नहीं था कि इतनी जल्दी उनकी एक दुर्घटना में मृत्यु हो जाएगी। हम अपनी तरफ से, अपने दल की तरफ से उनके प्रति श्रद्धांजलि अर्पित करते हैं। उनके परिवार, संबंधी और हमदर्द सभी के लिए आप हमारी संवेदना पहुंचाने की कृपा करें।
श्री लैसराम जोगेश्वर सिंह से मेरा परिचय नहीं था, जानकारी नहीं थी। उनके परिवार के प्रति भी आप हमारी श्रद्धांजलि और संवेदना पहुंचाने की कृपा करें।
श्री दलबीर सिंह से दो-एक बार हमारी मुलाकात एक यात्रा में हुई थी। उन्होंने भी इस सदन के अंदर अपनी प्रतिभा के माध्यम से देश की सेवा की है। उन्होंने देश की समस्याओं के लिए जो भी विचार रखे, उनकी सेवाएं भी देश और सदन के लिए रही हैं। हम उनके प्रति भी श्रद्धांजलि अर्पित करते हैं।
श्रीमती अकबर जहां अब्दुल्ला ऐसे संघर्ष में अपने परिवार में रहीं जिसे सारा देश जानता है। लेकिन जब उनके पति शेख अब्दुल्ला कुछ कश्मीर के सवाल को लेकर संघर्ष कर रहे थे, उस समय उनका बहुत योगदान था, भूमिका थी और अपने पति को आगे बढ़ाने और प्रेरणा देने में भी वे आगे थीं। आज उनके पुत्र डा. फारूख अब्दुल्ला जम्मू कश्मीर के मुख्य मंत्री हैं और अपने परिवार और कश्मीर की जनता की समस्याओं को लेकर किसी न किसी रूप में सवाल उठाते रहे हैं।
उन्होंने अपना एक योग्य पुत्र छोड़ा है। फारुख अब्दुल्ला ने भी उनसे प्रेरणा ली है। मैं बेगम अब्दुल्ला के प्रति भी श्रद्धांजलि अर्पित करता हूं।
श्री चन्द्रशेखर (बलिया, उ.प्र.): अध्यक्ष जी, आपने, गृह मंत्री जी ने, नेता विरोधी दल ने, अन्य नेताओं ने जो संवेदना प्रकट की है, मैं अपने को उससे जोड़ता हूं।
इन व्यक्तियों ने अपने-अपने क्षेत्रों में अपने देश की, अपने समाज की सेवा की है। राजेश पायलट एक उदीयमान नेता थे। उनकी मौत से देश ने बहुत कुछ खोया है। मैं इसे अपनी व्यक्तिगत क्षति मानता हूं। राजेश पायलट जी की स्मृति को प्रणाम। उनके परिवार के प्रति मेरी संवेदनाएं हैं।
कुमारी मायावती (अकबरपुर) : माननीय अध्यक्ष जी, सीरिया के राष्ट्रपति श्री असद, श्री राजेश पायलट, श्री लैसराम जोगेश्वर सिंह, श्री दलबीर सिंह, श्रीमती अकबर जहां अब्दुल्ला के निधन पर मैं अपनी ओर से और अपनी पार्टी की ओर से श्रद्धांजलि अर्पित करती हूं।
जहां तक श्री राजेश पायलट के निधन का सवाल है, उनका निधन अकस्मात, एक्सीडेंट से हुआ है। उससे आज उनका परिवार ही दुखी नहीं है, बल्कि इस सदन के सभी सदस्य भी दुखी हैं। श्री राजेश पायलट के जीवन संघर्ष के बारे में मुझे इस बात का अहसास है कि जब से वे राजनीति में आये, राजनीति में आने के बाद उन्होंने दलित और पिछड़ों के साथ-साथ किसानों के लिए भी काफी संघर्ष किया था। इसके साथ-साथ वे अपनी पार्टी में बहुत ही स्पष्टवादी और निर्भीक किस्म के नेता थे। जब उन्हें अपनी पार्टी की सरकार में महत्वपूर्ण पद पर, मनिस्टर बनने का मौका मिला तो मनिस्टर बनने के बाद उन्होंने अपनी जान की परवाह न करते हुए देश के हित में हर प्रकार के आतंकवाद का मुकाबला किया। उसको खत्म करने के लिए उन्होंने हर प्रकार की कोशिश की थी।
उनके निधन पर मैं पुन: अपनी पार्टी की ओर से और अपनी ओर से दुख प्रकट करते हुए यह दुआ करती हूं कि कुदरत उनके परिवार को सुख और शान्ति प्रदान करे।
SHRI P.H. PANDIYAN (TIRUNELVELI): Hon. Speaker, Sir, on behalf of the All India Anna DMK Party and on my own behalf, I express heartfelt condolences to the bereaved family of Shri Rajesh Pilot.
Sir, I made fast friendship with him over the last nine months and within the period of those nine months, I was able to see that he was a simple person with pleasant manners.
He had a resolute mind. Whenever he talked to me he used to say that a man should be upright and in politics one should be firm in his stand and fear should not be there in the dictionary of an administrator. He served in various capacities in different Ministries. He has taken firm action when he was well-known as the Minister of Internal Security, taking into consideration country’s sovereignty. It is a loss to the House and more so to the Congress Party. His versatile personality should be inculcated by the youth of India today. He had aspirations and he had the pulse of the common man of this country. He served the common people. When I visited his house two months back, chairs were kept in the lawns and he was meeting people from his constituency. He was encouraging them. He satisfied their needs. He received their petitions. When I asked him, is this the way the constituency people are treated in Delhi, he told me that they are housed like this and they are treated like this. So, he was a simpleton in politics. Above all, he had a national outlook. He was a rising star as far as his behaviour in the House is concerned. So, I would say that it is a loss to the Lok Sabha. Sir, I also associate myself with the sentiments expressed on the passing away of Shrimati Akbar Jahan Abdullah, wife of Tiger of Jammu & Kashmir, Sheikh Abdullah. I also associate myself with the views expressed on the passing away of Mr. Hafez-Al-Assad, President of Syria. He was a friend of our country. On my behalf and on behalf of my party, I would like to associate myself with the expressed on the passing away of Shri Laisram Jogeswar Singh, Member, First Lok Sabha and Shri Dalbir Singh, Member, Tenth Lok Sabha.
श्री शरद पवार (बारामती) : महोदय, आपने सदन के सामने सीरिया के राष्ट्रपति असद, हमारे साथी राजेश पायलट, श्री जोगेश्वर सिंह, श्री दलबीर सिंह और बेगम अब्दुल्ला के प्रति, जो शोक संदेश रखा है, जिसका समर्थन देश के गृह मंत्री और प्रतिपक्ष के नेता ने किया, उसमें मैं और मेरा दल भी शामिल हैं। अरब विश्व में, चार दशक से सीरिया की जनता की सेवा करने का मौका असद साहब को मिला। पहले स्टेट कॉज़ के लिए उन्होंने बहुत ध्यान दिया। एक समय ऐसा आया कि संघर्ष की राजनीति छोड़ कर विकास की राजनीति पर भी ध्यान देने की आवश्यकता को देख कर उन्होंने अपनी विचारधारा को बदलने की तैयारी की। इसी कारण हम उस क्षेत्र में आज जो कुछ शांति देख रहे हैं, उसमें उनका भी बहुत बड़ा हिस्सा था।
वह भारत के मित्र थे और जब जब भारत के सामने समस्या पैदा हुई, तब उन्होंने भारत को सहयोग देने की नीति, अपनी भूमिका बड़ी अच्छी तरह से निभाई। दलबीर सिंह जी, बेगम अब्दुल्ला और राजेश पायलट जी इन तीनों सहयोगियों के साथ काम करने का मौका मुझे इसी सदन में मिला था। दलबीर सिंह जी एक आदिवासी नेता थे। वह मध्य प्रदेश का प्रतनधित्व करते थे। भारत सरकार में काम करने का उनको मौका मिला था। उनका ध्यान हमेशा समाज के जो निर्बल वर्ग हैं, उनकी समस्या को हल करने की ओर रहता था। राजेश जी इस सदन के जुझारू और कार्य-प्रवृत्त सदस्य थे। इस पर विश्वास ही नहीं होता कि आज राजेश जी इस सदन में नहीं हैं, इस विश्व में नहीं हैं। हमेशा सदन में आकर, चाहे लोगों की समस्या हो, कहीं अन्याय हुआ हो, कहीं किसानों की समस्या हो या एक्स-सर्विसमैन का सवाल हो, कुछ न कुछ अपने विचार रखने में वह हमेशा आगे रहते थे। उन्होंने १४-१५ साल देश के हवाई दल में रहकर देश की सेवा की। कठिन समय पर भी देश की सेवा की औऱ जब उन्हें लगा कि आज समाज में जाकर समाज की सेवा करने की आवश्यकता है तब उन्होंने हवाई दल से इस्तीफा देकर राजनीति में प्रवेश किया। भारत सरकार में उनको काम करने का मौका मिला था औऱ दो बार आर्थिक मंत्रालय की जिम्मेदारी उनके ऊपर पड़ी थी जिस पर उससे पहले कभी ज्यादा ध्यान नहीं दिया गया। दूर संचार भी एक विकास का बहुत बड़ा साधन हो सकता है, इस पर उनका भरोसा था औऱ इस देश में दूर-संचार के क्षेत्र में जो परिवर्तन हुआ, उसकी शुरूआत राजेश जी ने की थी। गांव-गांव में टेलीफोन पहुंचाने के लिए उनका बड़ा ध्यान था और कम्युनिकेशन की सुविधा पूरे देश में सभी गांवों में जानी चाहिए, इसके लिए उन्होंने बड़ी मेहनत की थी। उनके ऊपर सर्फेस ट्रांसपोर्ट मंत्रालय की जिम्मेदारी थी। मुझे याद है, वह मुम्बई में बार-बार आते थे और वहां के पोर्ट के मैनेजमेंट को कैसे सुधार सकते हैं, इस पर भी ध्यान देते थे। अगर इस पर ध्यान नहीं देंगे तो इससे देश का आर्थिक नुकसान कितना हो सकता है, इस पर वह हमेशा विचार करते थे। वहां की परिस्थिति कैसे दुरुस्त हो सकती है, इसकी तरफ वह बहुत ध्यान देते थे और साथ-साथ लाखों मजदूर लोग जो पोर्ट में काम करते थे, उनके हितों की रक्षा करने के लिए भी उन्होंने ट्रेड यूनियन को हमेशा सहयोग दिया था। कई क्षेत्र में काम करने का उनका एक लगाव था। गांवों के लोगों और किसानों के बारे में किसान की परिस्थति कैसे दुरुस्त हो सकती है और इस देश के जब तक ७० प्रतिशत लोग विकास के रास्ते पर नहीं आ सकते, देश आगे नहीं जा सकता, यह उनकी विचारधारा थी। इसलिए खाद की समस्या हो, बिजली की समस्या हो, कोई जन समस्या हो, किसान नीति की समस्या हो, वह इस पर हमेशा अपने विचार सदन के सामने रखते थे, सदन के बाहर रखते थे और जरूरत पड़ी तो संघर्ष करने की तैयारी रखते थे। वह नौजवान थे, उत्साही थे, पूरे देश में घूमते थे और हर स्टेट की समस्या पर कुछ न कुछ ध्यान देते थे और सभी स्टेट्स में उनके साथ सहयोग देने वाले लोगों की टीम तैयार करने में वह कामयाब हुए थे। पिछले कई महीनों से उनके मन में बार-बार एक बात आती थी कि राजनीति में भी परिवर्तन होना चाहिए तथा इस देश में विकास पर आधारित राजनीति फैलाने की आवश्यकता है।
डैवलपमेंट ओरिएन्टेड पोलटिक्स पर उनका पूरा ध्यान था। कई बार उनसे वभिन्न विषयों पर बातचीत करने का मुझे मौका मिला। अपने क्षेत्र, उत्तर प्रदेश, राजस्थान और अन्य क्षेत्रों में विकास को किस तरह से गति दे सकते हैं, इस पर वह हमेशा विचार करते थे। उनका भविष्य बहुत ही उज्ज्वल था, मगर उज्ज्वल भविष्य को देखने का मौका हम लोगों को नहीं मिला। विधाता ने बड़े ही खतरनाक तरीके से उनके ऊपर आघात किया। इस आघात में उनके परिवार के साथ-साथ उनके दल, इस देश में उनको सहयोग देने वाले लोग और हमारे जैसे उनके सहयोगी, सभी पर एक बहुत बड़ा हमला हुआ।
राजेश जी और बाकी साथियों के बारे में आपने जो विचार रखे हैं, उनसे हम पूरी तरह सहमत हैं। उनके परिवारों को इस नुकसान को सहन करने की शक्ति मिलने की प्रार्थना करता हूं और श्रद्धांजलि अर्पित करते हुए, मैं अपनी बात समाप्त करता हूं।
डा. रघुवंश प्रसाद सिंह (वैशाली) : अध्यक्ष महोदय, आपने और सदन क नेता की ओर से माननीय गृह मंत्री जी ने तथा विपक्ष की नेता और अन्य दलों के नेताओं ने दिवंगत श्री राजेश पायलट, श्री दलबीर सिंह, बेगम अब्दुल्ला और अन्य आत्माओं के प्रति जो शोक उदगार व्यक्त किए हैं, हम सभी और यह सदन उसके साथ हैं।
सदन दुखी है, फिर भी सदन शोक व्यक्त करते हुए संतोष व्यक्त करता है, यह जानते हुए कि मृत्यु सत्य है, हर व्यक्ति को जाना है, लेकिन कब, कौन और कहां कैसे जाएगा, यह कोई नहीं जानता। एक कवि ने कहा है - मरो, परन्तु ऐसे मरो की याद करें सभी। राजेश पायलट जी कांग्रेस पार्टी और देश के होनहार, जानकार और जोरदार नेता थे। मैं नहीं समझता हूं कि उनकी जगह की पूर्ति हो सकती है। जब दाहिनी तरफ इस बैंच या उस बैंच पर वह बैठते थे, तो चाहे किसानों का सवाल हो, कश्मीर का सवाल हो या अन्य सवाल हो, सभी पर उनकी पकड़ थी। एक अपूर्णीय क्षति हो गई है। उनका चेहरा, उनकी बोली, उनका रहन-सहन, उनकी आत्मीयता - हम सभी लोग याद करते हैं। चन्द्रशेखर जी और राजेश पायलट इस सदन से उठकर जब सैन्ट्रल हाल में बैठते थे, तो देश की समस्याओं, किसानों के सवाल या गरीबों के सवाल पर सदन में किस तरह से कार्यवाही हो, इस पर विचार करते थे, वह द्ृश्य हम लोगों की आंखों के सामने हमेशा आता है। मैं नहीं समझता हूं, सदन में आने वाले समय में कश्मीर की स्वायत्तता से संबंधित जो सवाल आने वाला है, किसानों के सवाल को, गरीब आदमी के सवाल को कोई उठाएगा। वह व्यक्ति हमारे बीच से चला गया है।
साथ ही साथ अन्य दिवंगत नेताओं के प्रति भी आपने विचार व्यक्त किए हैं। उत्कृष्ट समाज सेवी बेगम अब्दुल्ला, दलबीर सिंह जी और अन्य नेताओं के आपने नाम लिए हैं, इसके साथ १७ तारीख को बिहार में पुराने हवाई जहाज से जिन लोगों की मृत्यु हुई है, उनके बारे भी मैं कहना चाहता हूं। राजेश पायलट जी तो कार दुर्घटना में चले गए, लेकिन हवाई जहाज की दुर्घटना में ५६-५७ लोग चल बसे। पटना के लोग इससे ज्यादा दुखी हुए। एक बात यह भी सत्य है - जाको राखे साइंया, मार सके न कोय । इस दुर्घटना में ६-७ लोग घायल हुए और एक बाल-बाल बचा। ये पुरानी चीजें हम लोगों को सच्चाई से अवगत कराती हैं। आपने दिवंगत दलबीर सिंह जी, बेगम अबदुल्ला और राजेश पायलट जी के प्रति जो शोक उदगार व्यक्त किए हैं, हम सभी उसके साथ हैं।
12.00 hrs. मेरी आपसे प्रार्थना है कि उन सभी शोक संतप्त परिवारों को सदन की ओर से संवेदना भेज दी जाए ताकि उनके परिवार के लोग इस तरह की आफत और विपत्ति से मुकाबला कर सकें।
