Section 10(1)(b) in U.P. Kshettra Panchayats (Removal of Disqualification and Settlement of Disputes Relating to Disqualification and Membership) Rules, 1994

(b)An order for costs passed by the Judge shall be executed by him on application made in that behalf in the same manner as if it were a decree passed by him in a suit.
