Section 38(1) in The Rajiv Gandhi Proudyogiki Vishwavidyalaya Adhiniyam, 1998
(1)The first Statutes with regard to matters set out in Section 37 shall be made by the State Government and a copy thereof shall be laid on the Table of the Legislative Assembly.
