Section 4(2)(v) in The Tamil Nadu Beedi Industrial Premises (Regulation of Conditions of Work) Rules, 1959

(v)The licence shall not be transferable from one employer to another, except in the cases and in accordance with the procedure specified in rules 7 and 8.
