91. Assistance for apprenticeship to sea service. -
All shipping masters shall give to persons desirous of apprenticing [young persons not under the age of sixteen years] to sea service or requiring apprentices not under that age for the sea service such assistance as may be in their power, and may receive from those person such fees as the Central Government may fix.
