- There shall be a High Security prison enclosure with thick outer walls of sufficient height with watch towers and provided with anti-tunnelling slabs and space open to the sky covered with iron grill and such enclosure shall provide reasonable accommodation of sufficient space with all other necessary facilities as may be required from time to time.
