Section 41(5)(a) in Jharkhand Excise (Country Liquor Manufacturing, Bottling and Storage) Rules, 2018

(a)the Excise Officer in charge of the manufactory is satisfied that the Holograms shown to be damaged was damaged, without any fault of manufacturer or the damaged hologram cannot be affixed on bottles due to manufacturing defects and he records his satisfaction in writing.
