Section 21(2)(b) in The Kerala Ground Water (Control and Regulation) Act, 2002

(b)obstructs the Authority or any other person authorized by it exercising any of the powers under this Act, he shall be punishable,-

(i)with fine which may extend to two thousand rupees for first offences;
