Section 4(2)(a) in Uttarakhand Ground Water (Regulation and Control of Development and Management) Act, 2016

(a)An officer either in service or retired not below the rank of Chief Secretary or equivatent post to State Government and having minimum 3 year administrative experience in Drinking Water and Sanitation water sector, will be the Chairman of an authority. The Chairman shall be appointed for 5 years or up to the age of 65 years, whichever is earlier.
