Section 19(2) in The National Institute Of Mental Health And Neuro-Sciences, Bangalore Act, 2012

(2)The accounts of the Institute shall be audited by the Comptroller and Auditor-General of India and any expenditure incurred by him in connection with such audit shall be payable by the Institute to the Comptroller and Auditor-General of India.
