Section 16(2)(d) in The Air (Prevention And Control Of Pollution) Act, 1981

(d)provide technical assistance and guidance to the State Boards, carry out and sponsor investigations and research relating to problems of air pollution and prevention, control or abatement of air pollution;
(dd)[ perform such of the functions of any State Board as may be specified in an order made under sub-section (2)
