Heard Mr. B. Arjun, learned counsel for the petitioner, and Mr. H. Rakesh Kumar, learned Assistant Government Pleader for Revenue, appearing for respondent Nos. 1 to 4.

It is submitted that originally, grandfather of the petitioner, Mr. Vadla @ Wadkapuram Pullaiah was the absolute owner and possessor of the land admeasuring Acs.4-24 guntas in Survey No.897 situated at Wadkapur Village, Julapalli Mandal, Peddapalli District. Mr. Pullaiah had three sons, namely, Mr. Venkatesham, 2 Mr. Jaganatham, and Mr. Laxmi Narsaiah, who divided the subject land into three (3) shares. Mr. Jagannatham, who is the father of the petitioner, was allotted Ac.1-00 guntas, and the petitioner being sole daughter succeeded to the land admeasuring Acs.1-00 guntas in Survey No.897/A. On verification of revenue records, the petitioner came to know that name of respondent No.5 was recorded as pattadar in respect of the subject land by changing the Survey number to 897A/5, without issuing notice to the petitioner, without following due process of law.
3. It is stated that the petitioner is in continuous possession of the subject land. That respondent No.5, who is son of paternal uncle of the petitioner, has already sold his entire share of land to third parties. Thus, respondent No.5 does not have any land in the above survey number.

It is further stated that the petitioner submitted online application under Dharani portal bearing No.2400029173 dated 29.04.2024 for incorporating her name in revenue records in respect of the subject land. However, respondent No.2 rejected the online 3 application submitted by the petitioner without recording any reasons and without affording opportunity of hearing to the petitioner. Learned counsel for the petitioner submitted that the impugned rejection order is in violation of principles of natural justice and liable to be set aside.
5. As seen from the impugned rejection order, opportunity of hearing was not provided to the petitioner while rejecting her application. Respondent No.2 being Quasi-Judicial authority is required to record reasons. It is a settled law that Quasi-Judicial authority dealing with the matter, relating to determination of rights of the parties should specify reasons for arriving at a decision. In the instant case, no reasons have been recorded and the same is in violation of principles of natural justice and is liable to be set aside.

In view of the above, without going into merits of the case, for the sole reason that the impugned order was passed in violation of principles of natural justice, the writ petition is allowed setting the impugned rejection order of respondent No.2. Consequently, respondent Nos.2 to 4, as the case may be, are directed to reconsider 4 the online application of the petitioner bearing No.2400029173 dated 29.04.2024 for incorporating her name in revenue records in respect of the land admeasuring Acs.1-00 guntas in Survey No.897/A situated at Wadkapur Village, Julapalle Mandal, Peddapalli District, by issuing notice to the petitioner, respondent No.5, and all other concerned/interested persons, by affording opportunity of hearing to them, within a period of sixty (60) days from the date of receipt of a copy of this order.
7. As this order is passed without entering into the merits of the case, notice to respondent No.5 is dispensed with. If respondent No.5 is in any way aggrieved by this order, he is at liberty to approach this Court seeking modification of this order. There shall be no order as to costs.
As a sequel thereto, miscellaneous applications, if any, pending in the writ petition stand closed.
