Section 13(1) in Gauhati Municipal Corporation Act, 1971
(1)Any Councillor may call the attention of the proper Authority to any neglect in the execution of the municipal works, to any waste of municipal property, or to the wants of any locality, and may suggest any improvements which he considers desirable.
