Section 17(1) in The Himachal Pradesh Holdings (Consolidation and Prevention of Fragmentation) Act, 1971
(1)Where on an examination of the village map, field book and the record-of-rights, the Consolidation Officer or the Assistant Consolidation Officer is of the opinion that a revision of maps or records is necessary before proceeding further with the preparation of provisional consolidation scheme, he shall recommend to the State Government accordingly.
