(3)On receipt of an appeal, the appellate authority shall promptly call for the relevant records from the authority, who refused recognition and after examination of such record and giving an opportunity of being heard to the appellant the Appellate Authority shall confirm, modify or reverse the order appealed against and his decision thereon shall be final. The said decision shall forthwith be communicated to the appellant.
