Section 310(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)If a sailor's conduct should not have been satisfactory after his name has been forwarded to the Captain, Naval Barracks (Drafting Office) with the recommendation for the award of the medal, the Captain Naval Barracks (Drafting Office) and Naval Headquarters shall be informed by signal.
