Section 7(3) in The Jammu and Kashmir State Agricultural Produce Marketing (Regulation) Act, 1997
(3)If any difficulties arise in given effect to the provisions of this section, the Government or the Directors may by order so published in the official Gazette as the occasion may require, do anything which appears to it to be necessary to remove the difficulty.
