Section 18(1) in The U.P. Technical Education Department Non-Gazetted Technical Service Rules, 1988
(1)Recruitment by promotion to posts outside the preview of the Commission shall be made on the basis of seniority subject to the rejection of the unfit through the Selection Committee constituted under Rule 16.
