21. Powers and duties of the Vice-Chairman.
- The Vice-Chairman shall assist the Chairman in all matters, administrative and academic; shall discharge such duties and exercise such powers as may be delegated to him by the Chairman; and shall in the letter's absence exercise all the powers of the Chairman.
