Section 3(6) in The Orissa Animal Contagious Diseases Rules, 1957
(6)If the Inspector has reason to believe that the owner or person in charge of an infective or suspected to be infective animal as absenting himself in order to evade the provisions of the Act or of these rules or if he meets with resistance or obstruction in making the entry, he may, nevertheless, make such entry if he be accompanied by the nearest Police Officer failing which he will be accompanied by not less than two persons of the village or locality.
