(2)For the purpose of advertisement, every person -(a)using any site prior to the commencement of this Act, within ninety days from the date of commencement of this Act, or(b)intending to use any site, or(c)whose licence for the use of any site is about to expire, shall apply for a licence or renewal of a licence, as the case may be, to the [Executive Officer] [Substituted 'Chairman' by Act No. 11 of 2017, dated 31.3.2017.] in such form as may be specified by the Board of Councilors.
