Section 44(1) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(1)Immediately before any ballot paper is delivered to an elector the number, name and description of the elector as stated in the electoral roll shall be called out. The Polling Officer shall stamp the ballot paper with such distinguishing mark as the Election Commission may direct and deliver the same to the elector.
