15. Establishment of distilleries, breweries or warehouses.
(1)The Excise Commissioner may,-(a)subject to restrictions imposed by the Chief Commissioner establish, or authorise the establishment of, distilleries or breweries, in which liquor may be manufactured under a licence granted under Section 13;(b)discontinue any such distillery or brewery;(c)establish, or authorise the establishment of, warehouses, wherein any intoxicant may be deposited and kept without payment of duty; and(d)discontinue any such warehouse.(2)No distillery, brewery or warehouse as aforesaid shall be established except by, or under the authority of, the Excise Commissioner.
