Section 21(3) in The Gujarat Water Supply and Sewerage Board Act, 1978
(3)Where any doubt or dispute arises as to whether any property or asset has vested in the Board under sub-section (1) or any rights, liabilities, or obligations have become the rights, liabilities for obligations of the Board under this section, such doubt or dispute shall be referred to the State Government, whose decision shall be final and binding on the Board and the local body concerned.
