Section 16(2) in The Orissa Veterinary Practitioners Act, 1969
(2)The Council may, with the prior approval of the State Government, make regulations determining-(a)the qualifications, the emoluments and the conditions of service of its employees other than the Registrar; and(b)the rates at which and the conditions under which travelling expenses may be drawn by members of the Council.
