Section 2(b) in Jammu and Kashmir Government Business Rules, 2008
(b)"Secretary" means a Secretary to the Government of the State; and includes an Additional Secretary, a Joint Secretary, a Deputy Secretary and an Under Secretary to the Government of the State;
