Section 10A(1) in The U.P. Disciplinary Proceedings (Administrative Tribunal) Rules, 1947
(1)Notwithstanding anything in these rules, the Governor may refer to the Tribunal a case against a retired Government servant where proceedings are proposed to be held under Article 351-A of the Civil Service Regulations.
