Section 181(1) in The Navy (Pay And Allowances) Regulations, 1966
(1)Commanding Officers of Indian Naval Ships or Establishments shall receive a fee of fifty rupees for drawing up each set of question papers in the examination for promotion to the rank of"Lieutenant" and "Commander".
