Section 131(d) in The Navy (Pension) Regulations, 1964

(d)The continuance of a family pension (or the rectification of the rate where the continuance of such pension has already been sanctioned but at a lower rate through error of facts) shall be sanctioned from the date of application, subject to the grant of a maximum of five years' arrears preceding the date of the pension payment order notifying the award or increase. In a case, where no action has been taken on a previous application, or it has been turned down in error and the applicant has not re-submitted the claim for more than a year afterwards, arrears shall be allowed, subject to the above maximum from the date of the application which is pursued to the above maximum from the date of the application which is pursued to a finality and leads to the award or increase of pension.
