Section 4(2) in The Jammu and Kashmir Collection of Statistics Act, 2010
(2)The Government may appoint any agency or persons working in such agencies to take, or aid in, or supervise the collection of the statistics within any specified geographical unit and such agencies or persons, when so appointed, shall be bound to serve accordingly.
