Section 272(1) in The Mumbai Municipal Corporation Act, 1888
(1)No connection with any municipal water work shall be made or renewed-(a)except by a municipal officer or servant empowered in that behalf by the Commissioner; and(b)until the certificate specified, in sub-section (4) has been given.
