श्री समीक लाहिड़ी (डायमंड हार्बर) : उपाध्यक्ष जी, यह जो इम्पीरियल लाइब्रेरी रिपील बिल है, जहां तक इसके एम्स एण्ड ऑब्जैक्ट्स का सवाल है, यह कानून उस समय जरूरी थी, अब इतना जरूरी महसूस नहीं हो रहा है, इसीलिए सरकार इस कानून को वापस करना चाहती है। इसमें तो कोई एतराज नहीं है, लेकिन अभी नेशनल लाइब्रेरी की जो स्थिति है, यह एक ऐसी लाइब्रेरी है, जिसे लेकर पूरा हिन्दुस्तान गर्व कर सकता है, लेकिन अभी नेशनल लाइब्रेरी में बहुत सारी पोस्टें खाली हैं, जो पोस्टें अभी तक भरी नहीं जा रही है और उसके चलते जिस नेशनल लाइब्रेरी को देश के जाने माने सारे स्कालर्स इस्तेमाल करते हैं, बहुत सा रिसर्च का काम भी वहां हो रहा है, बहुत सी पोस्टें खाली होने के कारण नेशनल लाइब्रेरी का अपना काम-काज ठीक तरह से नहीं हो पा रहा है।
दूसरी बात, नेशनल लाइब्रेरी के अन्दर बहुत सारे ऐसे डाक्यूमेंट्स हैं, जिनका बहुत महत्व है। इन सारे डाक्यूमेंट्स के ठीक तरीके से प्रिजर्व नहीं किया जा रहा है। आज जो लाइब्रेरी साइंस पूरी दुनिया में 16.12 hrs. (Dr. Laxminarayan Pandeya in the Chair) चल रही है, डिजीटल ट्रासफोर्मेशन से जो माइक्रो फिल्म बनाने की बात है, उसका काम भी अभी तक नेशनल लाइब्रेरी के अन्दर शुरू नहीं हुआ है। इसके चलते जितनी सारी पुरानी किताबें हैं, जो केवलमात्र हमारे देश की रिसर्च की ही बात नहीं है, पूरी दुनिया के स्कालर्स को रिसर्च करने के लिए जो पुरानी किताबें हैं, जो बहुत जरूरी हैं, उनका डिजीटल ट्रांसफोर्मेशन नहीं होने के कारण इनका प्रिजर्वेशन ठीक तरह से नहीं हो रहा है।
तीसरी बात, कुछ दिन पहले हम लोगों को अखबारों से मालूम हुआ कि नेशनल लाइब्रेरी को ऑटोनोमस स्टेटस दिया जायेगा। यह ऑटोनोमस स्टेटस क्या है, यह ऑटोनोमस स्टेटस सरकार नेशनल लाइब्रेरी को क्यों देना चाहती है? इससे पूरे हिन्दुस्तान के स्कालर्स के अन्दर एक शक पैदा हो रहा है, क्योंकि नेशनल लाइब्रेरी एक ऐसी संस्था है जो नेशनली इम्पोर्टेंट है। अगर उसे ऑटोनोमी दी जायेगी तो सरकार की तरफ से जो मदद उस लाइब्रेरी को मिलती है, खासकर धनराशि के रूप में, अगर यह ऑटोनोमी मिल गई तो वह धनराशि सरकार कैसे नेशनल लाइब्रेरी को देगी। इसके चलते बड़े पैमाने पर शक पैदा हो गया है।…( व्यवधान)
MR. CHAIRMAN : This is a Repeal Bill and not a new Bill. Please be brief.
SHRI SAMIK LAHIRI : It is a very important Bill. नेशनल लाइब्रेरी के अन्दर इसे ठीक तरीके से चलाने के लिए अभी भी बहुत पैसे की जरूरत है, लेकिन यह पैसा उपलब्ध नहीं हो पा रहा है। अगर इसका ऑटोनोमस स्टेटस हो गया तो इसका क्या स्ट्रक्चर होगा, इसके बारे में अब तक सरकार ने कुछ भी ठीक तरीके से सूचना हम लोगों को नहीं दी है। बहुत सारे बड़े-बड़े अखबारों में यह न्यूज आई, जिसके चलते आपके माध्यम से मैं मंत्री महोदय से यह दरख्वास्त करूंगा, मैंने पहले मंत्री महोदय को इसी के बारे में चिट्ठी भी लिखी कि आप नेशनल लाइब्रेरी को जो ऑटोनोमस स्टेटस देना चाहते हैं, उसके चलते सरकार की क्या योजना है?वह हम लोगों को मालूम होनी चाहिए, लेकिन पार्लियामेंट के अन्दर सरकार की तरफ से नहीं बताया जा रहा है। ऑटोनोमस स्टेटस देने से क्या उपलब्ध होगा, नेशनल लाइब्रेरी के अन्दर क्या स्थिति बनेगी, पता नहीं।
कुछ एडमनिस्ट्रेशन की भी प्राब्लम है।

SHRI SAMIK LAHIRI : Sir, I am winding up. मेरा इतना ही निवेदन है कि इन सारी बातों को ध्यान में रखते हुए मंत्री जी अपनी राय सदन के सामने रखेंगे। यही उम्मीद करते हुए मैं अपनी बात समाप्त करता हूं।
डा. रघुवंश प्रसाद सिंह (वैशाली): सभापति महोदय, सरकार ने दावा किया है कि सन १९९८ में पी.सी. जैन ने जो अनुशंसा की, उसके आधार पर यह निरसन बिल लाकर इम्पीरियल लाइब्रेरी एक्ट को खत्म कर रहे हैं। चार वर्ष विलम्ब क्यों किया गया ?
१८३६ में कलकत्ता पब्लिक लाइब्रेरी थी। उसको १९०२ में इम्पीरियल लाइब्रेरी कर दिया गया। उसके बाद १९४८ में उसका नाम बदल कर नेशनल लाइब्रेरी कलकत्ता हुआ। जब सन् १९४८ में नया एक्ट बनाया गया, नाम बदल दिया गया, फिर पुराना एक्ट कैसे रह गया। सारे दस्तावेजों के मुताबिक इम्पीरियल लाइब्रेरी का नाम परिवर्तन करने वाला अधनियम १९४८ में आ गया, तो १९०२ वाला कैसे रह गया।
संसदीय कार्य मंत्री तथा संचार और सूचना प्रौद्योगिकी मंत्री (श्री प्रमोद महाजन) : कल आप यह न पूछे इसलिए रिपील कर रहे हैं।
डा. रघुवंश प्रसाद सिंह : इन्होंने दावा किया है कि इम्पीरियल लाइब्रेरी एक्ट १९०२ में उल्लिखित मैटकाफ हाल राष्ट्रीय पुस्तकालय, कलकत्ता के अधिभोग में नहीं रह गया है और अब, यह भारतीय पुरातत्व सर्वेक्षण के अधीन एक संरक्षित संस्मारक है।
सभापति महोदय : जो रिव्यू कमेटी बनी थी, उसने सब बातें कही हैं।
डा. रघुवंश प्रसाद सिंह : मैं उसमें जो बातें रह गई थीं, वह कह रहा हूं। मेटकाफ हाल राष्ट्रीय पुस्तकालय नहीं रह गया है, वह चला गया, भारतीय पुरातत्व सर्वेक्षण में, फिर नेश्नल लाइब्रेरी कलकत्ता का क्या होगा? संविधान के आर्टिकल ६२ में ७वें शिडयूल में नेश्नल लाइब्रेरी कलकत्ता का जिक्र है। उसकी हालत कैसी बनी हुई है, उसके बारे में कुछ नहीं कहा। नेश्नल लाइब्रेरी कलकत्ता जो संवैधानिक संस्था है, जिसका आर्टिकल ६२ में ७वें शिडयूल में जिक्र है, उसका क्या होने वाला है, पटना में सिन्हा लाइब्रेरी, खुदा बख्श लाइब्रेरी और ब्रटिश लाइब्रेरी, दिल्ल की दिल्ली लाइब्रेरी के बारे में मंत्री जी क्या कहना चाहते हैं ? संसद में जो अभी नई लाइब्रेरी बनी है, जिसका उद्घाटन भी हुआ था और संसदीय कार्य मंत्री जी ने डाक टिकट भी जारी किया था, उसका क्या होने वाला है ? उसमें काम करने वाले कर्मचारियों की कमी है, उसको पूरा किया जाए। संसद की जो नई लाइब्रेरी है, उसको विश्व पैमाने पर लाने का काम किया जाए।
इन सब बातों का मंत्री जी उत्तर दें।
श्री प्रमोद महाजन : इसको विश्व पैमाने पर भी करना चाहिए।
SHRI JAG MOHAN: Mr. Chairman, Sir, I would like to submit that this is only a repeal Bill. This is a redundant legislation and the Commission has recommended that it should be repealed. So, I would request the House to kindly agree to this repeal Bill.
So far as the National Library and other libraries are concerned, whenever any discussion is required, I am prepared to reply to all the questions raised by hon. Members. If you want, I will reply to all the questions now itself; otherwise, it is not necessary because this is a repeal Bill. … (Interruptions)

SHRI JAG MOHAN: So far as the National Library is concerned, the hon. Members are aware that we have taken a new initiative in this regard. I have visited National Library twice. I have called a national meet of all the librarians and the senior experts to start a new library movement in this country.
An expert committee has been set up to set the matters right of the National Library. A sum of Rs.77 crore has been provided for the new building and everything is being done and wherever staff is necessary, they are being filled. Recruitment is being done and certain cases have already been referred to the UPSC. UPSC made an attempt to fill these posts, but these could not be filled because of various reasons. Now, they have appointed a Research Committee and I have also appointed an Expert Committee, which is going into the digitalisation and modernisation of all the libraries. All these actions are being taken not only with regard to the National Library but with regard to all the libraries in this country.
I have mentioned in my letter to all the Members of Parliament that this is what I am doing and I had even requested them that it would be in the interest of the National Library Movement that all Members should set apart Rs.20 lakh every year for a public library in their constituencies. A rural network is also being established with digital, computer and electronic type of libraries in every State, in every village. These types of libraries are attempted to be built.
I agree that due to paucity of funds and other things in the past, the libraries have not been looked after as well as they should have been. But these lacunae and these deficiencies are now being made good. This is my brief submission. That is what I assure the hon. Members that the library movement is being put on the right footing and the results will be visible to them in a short time… (Interruptions)
SHRI SAMIK LAHIRI : Many important books are etting destroyed in the National Library.
SHRI JAG MOHAN: I do not have to go into this. There was a report in the Press. An enquiry has been held and only one or two persons have been found to be guilty. No book has been destroyed as a result of this; only some covers were burnt by some disgruntled elements… (Interruptions) I will send him a copy of that.
I request that the Bill be passed.
