Section 30(4) in The Orissa Municipal Employees' Pension Rules, 1989
(4)If the examining Medical Officer, although unable to discover any specific disease in the employee, considers him incapacitated for further service by general debility while still under the age of fifty-eight years, he should give detailed reasons for his opinion, and a second medical opinion from another Medical Officer of equivalent status or above should always, in such a case be obtained.
