Section 1(j) in The U.P. (Regulation Of Building Operations) Directions, 1960
(j)"Street or road" means any highway, street, lane, alley, stairway, passageway, footway, squares planes of bridge, whether a thoroughfare or not, over which the public have a right of passage or access and includes all bunds, channels, ditches storm-water, drains, culvert, side walk, traffic island, roadside trees and hedges, retaining walls, fences, barriers and railings within the road lines.
