Section 41(3)(a) in West Bengal State Council of Technical and Vocational Education and Skill Development Act, 2013

(a)all properties, funds and assets under the control of the former Councils and all rights, liabilities and obligations acquired or incurred by the former Councils before the commencement of this Act shall vest in the Council in accordance with such order as the State Government may make in this behalf;
