Section 2(k) in Andhra Pradesh Legal Metrology (Enforcement) Rules, 2011
(k)'Skilled Worker' means a person having possession of Certificate of Skill, in repairing of weight or measure, issued by the Controller and such Certificate of Skill shall be issued to such person who possessed such educational qualification, technical competency etc, and on such other conditions as specified by the Controller from time to time.
