Section 420(3) in The Orissa Municipal Corporation Act, 2003
(3)Whether a number is put up or painted on any premises under the orders of the Commissioner in accordance with clause (b) of Subsection (1) the expenses of such work shall be payable by the owner of the premises :Provided that maximum rate of charge for such work shall be fixed by the Commissioner with the previous sanction of the Corporation.
