Section 198(a) in The Chhattisgarh Municipalities Act, 1961
(a)who without the permission, in writing, of the Council affixes on the Municipal property any poster, bill, placard or any other paper or means of advertisement against or upon any building, wall, board, fence or pole, post, lamp-post or the like; or
