Facts:-
The appellant Shri S.K.Goyal vide his RTI request dated 10 March 2008 sought information from the CPIO, General Insurance (Public Sector) Association Of India (GIPSA), New Delhi, seeking copy of his answer sheet for the examination conducted for promotion of scale II officers for the year 2008-2009.
2. GIPSA vide their letter 27 March 2008 advised the appellant to take up the matter with the Oriental Insurance Co.Ltd. The appellant filed RTI application dated 7 May 2008 with the CPIO, Oriental Insurance Co. Ltd, Regional Office Ambala City. The CPIO vide his order dated 4 June 2008 denied the information under section 8 (1) (e) & (j) of the RTI Act, 2005.
3. Not being satisfied with the reply of the CPIO the appellant filed first appeal dated 9 June 2008 before the First Appellate Authority. Not getting any response from the First Appellate Authority the appellant has come before the Commission in second appeal. The matter was heard through video conferencing on 9 November 2010 in which the appellant and respondents were present. The judgement in this case was reserved.
4. Since the Commission is receiving many second appeals from employees of the 4 GIPSA (Non-Life Insurance Companies) regarding the subject matter of the RTI application, before deciding the disclosure issue of answer sheets, another hearing was held by the Commission today at which Oriental Insurance Co Ltd, GIPSA and National Insurance Academy, Pune and the appellant were present and heard. This matter was also taken up along with another similar matter bearing case no. CIC/DS/A/2010/000660.
