(1)The Municipal Commissioner or the Executive Officer may, by a general or a special order affecting such portion of the municipal area as may be specified therein, prohibit -(a)the making of excavation for the purpose of taking earth there from or storing rubbish or offensive matter therein, or(b)the digging of cesspool, tanks, ponds, wells or pits, without his special permission.
