Section 4(1) in The U.P. Right of Children to Free and Compulsory Education Rules, 2011

(1)The areas or limits of neighbourhood within which a school has to be established by the Committee authorised by the State Government, shall be as under -
(a)in respect of children in Clauses I-V, a school shall be established in habitation which has no school within a distance of 1.0 km. and has population of at least 300;
(b)in respect of children in Classes 1-VIII, a school shall be established in habitation which has no school within a distance of 3.0 km. and has population of at least 800;
(c)a Gram Panchayat or a ward of a Nagar Nigam/Nagar Palika/Nagar Panchayat shall be neighbourhood school where children can be admitted in within its jurisdiction.]
