Section 13(4) in The Industrial Disputes Act, 1947
(4)If, on the receipt of a report under sub-section (3) in respect of a dispute relating to a public utility service, the appropriate Government does not make a reference to a [Labour Court, Tribunal or National Tribunal] [ Substituted by Act 36 of 1956, Section 11, for " Tribunal" (w.e.f. 10.3.1957).] under section 10, it shall record and communicate to the parties concerned its reasons therefor.
