Section 9 in The Allahabad High Court Officers and Staff (Conditions of Service and Conduct) Rules, 1976

9. Qualifications.

- Academic qualifications for direct recruitment to the various class III posts in the establishment shall be as follows:
(i) Routine Grade Clerk Must have passed the Intermediate Examination ofthe Board of High School and Intermediate Education. U.P. or anexamination declared by the Governor as equivalent thereto.
(i)(a) Telephone Operators and Telex Operators Must have passed the Intermediate Examination ofthe Board of High School and Intermediate Education U.P. or andexamination declared by the Governor as equivalent thereto.
    Provided that the minimum academicqualifications in respect of the candidates recruited before theenforcement of these rules shall be High School Certificate.
(ii) Assistant Review Officers Must possess a Bachelor's degree of a Universityestablished by law in India or a qualification recognized asequivalent thereto.
(iii) Review Officers
(iii)(a) [Translators] [Amended vide Notification No. 28 dated 02.09.2009.] Must possess a Bachelor's degree of a recognizedUniversity or the qualification recognized as equivalent theretopreferably with English and Hindi, both at Intermediate andGraduate Levels.
    (b) Preference will be given to a candidate whoholds a degree in Law from a University established/recognized byLaw in India.
(iv) Personal Assistants Must possess a Bachelor's degree of a Universityestablished by law in India or a qualification recognized asequivalent thereto.
(v) Chief Documentation Officer-cum-Chief Librarian Degree in law and diploma in Library Sciencefrom a recognized University.
Provided that in addition to the above qualifications. Candidates for the following categories of posts must also possess the qualification mentioned below:
(a) Routine Grade Clerks Must possess good knowledge of Hindi and EnglishTypewriting.Provided that nothing in this rule shall beconstrued as affecting or invalidating appointments made ororders issued before the commencement and orders shall continuein force and shall be deemed to have been made or issued underthe appropriate provisions of this rule.
(b) Personal Assistants [Must possess good knowledge of Englishshorthand and typewriting with minimum speed of 100 and 40 wordsper minute, respectively.Preference shall be given to thecandidate possessing good knowledge of Hindi shorthand andtypewriting with speed of 80 and 30 words per minute,respectively.] [As amended by Gazette Notification dated 28.2.2004.]
(c) Telephone Operators Must possess sufficient experience of working asa Telephone Operator in some Government or Semi-Governmentsundertaking.
(d) Telex operators "Diploma or certificate in Telex Operatorsfrom some recognized Institute of training. Must possesssufficient experience of working as Telex Operator in someGovernment or Semi Government Undertaking."
