(d)[ superintend and direct all matters relating to the work of all Local Library Authorities under this Act and take such steps as he may consider necessary, if any action taken by a Local Library Authority is in violation of any direction of the Government or is in contravention of any provision of this Act or the rules made thereunder;] [[Clause (d) substituted by W.B.
