Section 9(4)(b) in The Bihar Mica Rules, 1948

(b)Such licensee or registered proprietor shall not reopen his business after such suspension until he has given a notice of his intention to do so to the Inspector of Mica Account and shall after he has re-opened his business submit the returns referred to in Clause (1) of this rule.
