Section 2(e) in The Bihar Kendu Leaves (Control of Trade) Act, 1973
(e)"Manufacturer of bidi" means any person who manufactures by himself or through any other person or agency but does not include a person who purchases kendu leaves in retail for making bidis for his own domestic use;
